This is standard methyl-ethyl ketone peroxide used for cold curing of polyester and vinylester resins at room temperature.

It is a plasticizer as active oxygen solution at 9% methyl-ethyl ketone peroxide. Mek is the system of initiators that is most used. It is used with promoters, generally 6% cobalt naphthenate or cobalt octoate at 6%, 10% or 12% and dimethylaniline (DMA) or diethylaniline (DEA). Mek should never be mixed with the accelerator as it could cause a violent and explosive reaction. The standard procedure consists of mixing the CoNap and the DMA well with the resin before adding Mek.
