These activities include the determination of means by which responsible authorities can regulate providers of public services, and the specific definition of regulatory tools and procedures for implementing this regulation. The following elements are evaluated for these purposes:• Drafting of laws and regulations• Structuring of regulatory entities• Definition of the data to be reported by providers and of the information systems required• Development of regulatory accounting systems• Identification of procedures for conflict resolution between regulatory agencies and regulated companies or between such regulated companies• Analysis of the organization of the industry and of competitive practices pursued by various parties.
